Stop trying and failing to figure out how to reopen businesses that can't be open during a plague. Start paying those businesses and everyone else to not work until the plague is over. There is no other workable solution.

Telling bars to reopen and then closing them again a week later is dooming those bars to close forever. They had to gear up and pay all the up front costs of business, and then close immediately because they never should have been opened. They won't come back a second time.

The same thing will happen to live performance venues of all kinds if they try to make them reopen with half-assed protections, and then close them again because the measures predictably fail. Just pay them to stay closed. Just pay them.
