Mr. Chuck dismissing the notion of an employer standing up for their employee while being harassed in the usual fashion of making wise cracks. Why is all of this so funny to him?

The Minister explaining how the varying natures of men and women can cause "less educated men" to brutishly 'pursue' women.
Perhaps the most disturbing part of this is the juxtaposition of a high sex drive with the taking advantage of women.

It is long established that sexual violence stems from wanting to overpower, not some uncontrolled need to get laid. Hence, this explanation holds no weight.
We run the risk of fighting the demon which is sexual violence against women in a woefully inadequate and inaccurate way if we fail to even accept the motive behind rape.

I am honestly very frightened that the Minister is conflating the two.
It is also important to establish the root so that we don't inadvertently (or purposefully, depending on one's agenda) trivialize sexual violence.

The moment we reduce it to a case of a man liking a woman a little too much, or a woman being 'so beautiful' that a man 'had to'...
...as we've already done as a society and as Chuck has also done, we give perpetrators the ultimate excuse, backed by law, to regurgitate. We let them collectively off the hook.

The mentioned areas (JUTC buses, bars etc) are controlled public spaces where there is still a hierarchy of authority, whether it be the manager/supervisor etc.

Doesn't seem to be as complicated as he is making it out to be tbh.
Any act that enforces social responsibility should be a keeper. With the right approach, the kinks can be worked out.

Managers have been throwing out men out of clubs for fighting one other in there since the beginning of time. Why can't a similar action be taken for harassment?

A very frightening example where he seems more focused on the fact that he wouldn't "remember" than the fact that the complaint ACTUALLY happened, and in such a case he (or whoever in the example) would never be held accountable should such a limit be enforced.
I'm very happy that Dr. Sapphire Longmore had pointed out the folly in that argument as well as refocusing the conversation to the point that matters most: that there is a complaint and someone was affected.
So you see, there was no one mistake. This is a pattern in his thinking, something that he would have continued to hold (and probably will still continue to hold) and when debating a bill that seeks to deviate from his kind of thinking, it would hinder the progress.
There are other senators in the room that would require a similar shake-up, however, as Chuck is the elephant in the room, I will address that. Perhaps for another thread I will make recommendations re the senators on the JSC.
I do want to point this tweet out from Senator Kamina Johnson-Smith re Mr. Chuck's actions. The problem is, one cannot divorce him from 'the broader issue' because *he* is one of those who are manifestation of the broader issue. https://twitter.com/kaminajsmith/status/1277594886523494409?s=19
His thinking is synonymous with a large percentage of Jamaican men, and his position doesn't separate him from it. In fact, he is an example of the men who are able to climb the ladder of success into high positions while being problematic, and that is a big part of the issue.
In closing, I'm happy that it wasn't business as usual this time around. Please continue to keep the pressure going, not just for Chuck, because there are many more besides Chuck. We are fighting an entire society.
