home insulation may not be very *rock n roll* but few experts believe UK can hit its 2050 "net zero carbon" target without huge programme of upgrading draughty old homes:

Boris Johnson delighted green groups in November when his manifesto promised £9.2bn for energy efficiency...
but in the March Budget chancellor Rishi Sunak gave only a vague commitment to “reducing emissions from homes” — with no mention of the original £9.2bn manifesto pledge.

the environmental audit committee has just launched an inquiry to find out what's happened to the policy....
turns out Dominic Cummings is responsible for the deadlock:

he's uninterested in “boring old housing insulation”, sceptical about the 2050 target and has argued for new housing to take the lion’s share of the £9bn capital spending.

pressure is now growing on Number 10 to accelerate the spending:

Tory MP Philip Dunne who chairs @CommonsEAC says gov is failing to fulfil its manifesto commitment: "Without taking action, we will miss our target to meet net-zero carbon emissions by 2050.”
and @darrenpjones will raise the issue at Beis select committee on Thursday:

“Backtracking on the Conservative manifesto commitment on £9bn of funding to make our buildings more energy efficient would be a clear sign the government *isn’t* committed to the net zero transition.”
