Speaker feels pressure to get to $1B cuts BUT using budget illusions to get there. Council cuts do not even reach $1B in NYPD *expense,* have v little impact on police headcount, & ignore policy goals of getting ALL cops/policing out of schools, transit, homeless services, etc.2/
There’s a bunch of deceptive cuts in Council/Mayor proposals that WILL NOT reduce uniformed headcount. includes “other than personnel” related ‘savings,’ moving around policing to different departments, & overtime, which City has never capped / unclear how it would do it. 3/
Council's deceptive cuts include 1) moving various divisions of NYPD into other agencies (School Safety-> DOE & Homeless “engagement”-> DHS?) This is NOT groundbreaking & will keep policing/headcount intact while giving appearance of ‘change.’ Basically pre-1998 policing model 4/
Deceptive cuts include 2) overtime. In the past, neither Council nor Mayor have been able to control NYPD overspending 100s of millions of $ on overtime. They get approval from City after the fact. A few lines in Council/Mayor proposals count diff overtimes towards total cuts. 5/
The only “real-ish” cut that addresses headcount is a hiring freeze & reduction by attrition, the weakest/slowest way to reduce headcount. No layoffs on the table despite calls to #DefundNYPD *bc* there are too many cops (36k+). Meanwhile mayor threatening 22k cuts in the fall.
2-4 cadet classes may get cancelled, but there's disagreement from mayoral side. mayor is also throwing a bunch of capital cuts in the mix. super shady & should not at all count towards total cut as its a different budget altogether. Mayor’s cut proposal amounts to only $500m. 7/
I welcome the Council or Mayor to challenge me on this but with so little information out in the public, there is no way for folks to meaningfully engage w/ the budget & policy decisions secretly being made by both. but key thing is: THIS IS NOT A WIN. so don't give it to them.8/
Folks need to be prepared for council/mayor's bogus victory lap on #DefundNYPD & shame them. Their budget will be nothing more than a budgetary magic trick. They’ve completely diluted the calls to defund to protect the NYPD and police from any real threat to power or headcount.9/
What does this mean? pressure stays on now but also whenever budget passes. we take this to 2021. Defund = defund. it means cut headcount for real. put layoffs on the table. fire killer cops. get cops out of school & out of homeless services and transit & public housing etc. 10/
