I've been reading all the stuff about how US/Israeli "restraining" methods diffused (which caused the downfall of RLB). It'ss important to recognise that there is never one direction of travel in these processes of diffusing counterinsurgency/pacification/'restraining' methods.1/
These trainings and knowledge exchange processes are circular. Israeli security forces learned everything they did from the British (mostly); and then trained everyone else but a bit more ramped up (e.g. Iran's SAVAK). 2/
And then Operation Kratos, responsible for Jean-Charles de Menezes being shot in the head 8 times with expanding (Dum-Dum) bullets, turned out to be about Metropolitan police being trained in Israel and in Sri Lanka. 3/
It is not that the Israelis "originated" some particularly violent form of restraint. It is that they are a totally pivotal and central part of a network of global security practices which requires violence against civilian populations that are racialised, 4/
and therefore made more vulnerable to similar methods of physical, psychological, political and moral violence. The fact that these tactics travel is not a "conspiracy". 5/
There are conduits -police training, equipment sales, transnational police academies, policing manuals translated into diff't languages, foreign legations/visits/schools etc- specifically crafted to ensure there is commensurability in forms of counter-revolutionary violence.6/
That is why there is less of some "great evil brain working behind the scenes" generating horrific violence than the much banal, more invisible, and much harder to dismantle infrastructures of policing at work here globally. /Fin.
