failed to deliver results in area of fundamental democratic principles and rule of law for quite some time. EC's Rule of law non-paper clearly describes significant delays in producing and implementing strategically important reforms.

Thus,
MS were unable to reach consensus on opening new negotiating chapters. Pres Vucic in BXL expressed his hope that

till 2026. Unfortunately, hopes and beliefs cannot substitute uniquvocal vision, realistic planning, dedicated resources ...



...and most importantly, political will to actually implement measures concerning respect of principle of division of power, fight vs corruption & org crime, eliminate impunity, respect independence of Judiciary & guarantee fundamental freedoms and fully democratic elections.
Decision not to open any neg chapter should be understood as a final warning. If
fails to improve its rule of law track record, the next step might be activation of Suspension clause and freezing of accession talks, however unlikely that may b due to different
'a interests.
