But few governments seem to have prepared overall pandemic game plans with fully developed response scenarios for the months and years ahead: a dangerous strategic and cognitive underpreparedness.

Digital contact tracing across Schengen is impossible due to a huge varity of apps. Europe would also need capacity for molecular mass diagnostics and a digital test passport system to enable safe travel within #Schengen area and internationally without new super spreader events.
