Leeds City Council's implantation of a booking system at tips was,

The council civil service worked up a number of prototypes, tested them with the service owner, the comms team, some councillors, and some Leeds residents. They then picked the solution that they hoped would work best, communicated it clearly and effectively. And it worked.
Now UK central government is writing to them on a Saturday night, as further details emerge of eye-watering sums of money spent by central government on numerous technical projects that haven't worked,... telling them how to do things properly.
<sarcasm> I look forward to a week on Monday when Dom Cummings can explain how he's setting up a National Smartdata AI System In Collaboration With Palantir And Faculty To Deliver A National Alternative To Wasteful Local Waste Disposal Booking Systems. </sarcasm>
