The state of Georgia adopted this flag in 1956. It was clearly an attempt to signal resistance against the federal government's encroachment on segregation and the Supreme Court's ruling in Brown v. Board of Ed.
This is the flag the state adopted in 2001 after years of debate. Notice that they couldn't quite give up the Confederate battle flag. They found a way to include it in a banner below the state seal. This flag lasted til 2003.
The current flag of the state of Georgia (left) is based on the Confederacy's First National Flag or Stars and Bars (right). Some states just can't quit the Confederacy.
