What’s really happened is Ethiopia has agreed a stay on threats of a fill w/o agreement for two weeks, whilst parties scramble to agree Sth. In addition, that it took this long, and this late in the game/timeline for the heads of state to talk, does not invite confidence. This is not technical, it’s always been political. And in political terms, the cards remain almost 100% in Ethiopia’s hands right now.
Caveat: that it is not to say it always been all about Ethiopia. Quite the contrary. More that Egypt didn’t use leverage/political power it had when it could have done. Instead it kicked the can down the road until we reached today’s desperation. And the Ethiopians can smell it.
Finally: experts tell me we could see heavier than expected rainfall this season. Meaning a) Ethiopia can fathom delaying a fill until later in the season, b) a fill may start now without genuinely hurting Nile flows this year. Bear that in mind.
