It wasn’t until two sessions later, in 2008, that a bill was filed to change that, but it failed. When Sen Kennedy was suffering from terminal cancer, he asked that law be changed so his seat wouldn't be left vacant 3/

Markey had been a congressman and had an excellent progressive record. NOW, we have a situation where the MA legislative session ends this summer, they have a lame-duck fall, as it's campaign season and they are running for re-elections 9/
so, as an advocate for legislation for women, we know if the bills we want aren't voted by this summer, they'll die, thus is it is unlikely we will see a bill like changing the appointment process change! And the special election to replace Warren if she's VP or even if /10
she's appointed to the cabinet would be months later with the GOP GOVERNOR APPOINTING THE INTERIM, whom most of us know would be a Republican. Baker has aspirations and would not fail his party by appointing a Dem! Then that person could run for the seat. /11
So yes. Charlie Baker would appoint E Warren's successor.
