I'm thankful this thread showed up again today and I finally made myself start doing this work. I read thru this financial report for the NH Dept of Corrections from 2019:

including this list of "accomplishments," which includes access to tablets for incarcerated peoples alongside successful marketing campaigns for recruitment and union organizing that increased salary for "uniformed staff"--with accompanying pictures (??):
Included also in this report is a lot of talk about issues with recruitment and retention. In the section of how they are improving retention, they list a literal partnership with @GraniteStateCol !!! woweeeee, gotta love it folks
