In the clip, "higher risk of infection" means an infected person can spread the virus if they come in contact with susceptible members of their social circle. The longer an infected person goes undetected w/o testing/self-isolation, the ⬆️the risk for members of their circle.

The risk of COVID-19 infection is not the same for everyone in any given social network. The risk will vary depending on many factors, including the number and type of interactions with an infected person.
