Tokusatsu is more of a collection of film techniques than a genre. The word literally means special filming. That's all it is. It's filming with explosions, miniatures, wires, post production effects, etc. The Western use of the word denotes it being made in or related to Japan.
The point is that it's more about how it's made than the contents of the work. Meaning there's as much variety to toku as there is to films or books. Toku can be comedy, drama, horror, romace, sci-fi, etc. as long as it has special effects.
With that much variety not everything in Tokusatsu is going to appeal to everyone.
This is basically the same problem anime has had for years. Anime means different things to different people and no one likes every kind of anime. That's why we started putting adjectives in front of anime. Shounen anime and mecha anime are very different things.
So yeah, superhero toku and horror toku, while not mutually exclusive, are different things that appeal to different people.
I'm not exactly sure where I was going with my rambling, but basically it's this: Let people like what they like and just because a toku is labeled a toku doesn't mean it's for every toku fan.
