If you've never called into a City Council meeting, welcome! I was where you are just a few weeks ago. Let's get you some context.

Public comment is only at the beginning of the meeting, so to get your voice heard, be punctual. 12pm.
When you join the Zoom session, look for the "Raise hand" button. When you click "Raise hand", that puts you in line. Make sure your hand stays raised until after you've spoken, otherwise you'll lose your place in the queue - and lose your chance to say #DefundOPD
When it's your turn, unmute yourself. Identify yourself, name your district and councilmember. Don't bother threatening to vote out your CM - those with opponents are likely to have more conservative opponents. Just acknowledge them.
Next, tell them what agenda item you want to give comment on.

Example:
"Hi I'm First Last and I live in District 1, in Councilmember Kalb's district. I'm calling to comment on Agenda Item 3, budget."
Give the super-fast version next.

Example:
"Hi I'm First Last and I live in District 1, in Councilmember Kalb's district. I'm calling to comment on Agenda Item 3, budget, to ask you to defund OPD and cut their budget by at least 50%."

Next part's important.
At this point you have about 45sec remaining. Use your time wisely.

If you haven't already, follow @APTPaction and look up their #DefundOPD talking points.

If you just read their script, councilmembers will zone out because they've heard those words before.

How to be listened?
Two options:

Share new unshared information (requires research beforehand).

-or-

Use your 45sec to make an emotional appeal. Tell a story. Tie it to yourself, and to your call to #DefundOPD.
Ex:

"I'm the daughter of a police officer so I believe cops can be good people - but they're set up to do bad things. #DefundOPD, de-militarize, fund youth programs."

"My friend's kid has gotten pulled over 5 times since he got his license in Jan, how does this make us safe?"
It's ok if you feel you aren't very personally affected:

"My (friend's) car window was smashed and called OPD and never got belongings back. How does this keep us safe? Let's fund community programs that give desperate people opportunities beyond theft. Please #defundOPD"
Example recap:

When you call, lend your privilege. If you are Asian American or white, you can say that. "I am a Chinese American woman in District _"

Use your "call a manager" voice. Express emotion, but don't take it out on the manager. You want them to be sympathetic to your plight: defund!

The bad news is it's budget season everywhere, and the county meeting is at 2pm, basically the same time as city's.

Public comment is supposedly at the end of the meeting, the meeting starts at 2pm.
If Alameda County Board of Supes does what Oakland does (which it might not? I don't know?) you will only be allowed to speak if you are present and "Raise hand" when public comment invited.

The last time the Sheriff asked for $ a few weeks ago, Supes Carson+Chan voted against it because there's no $ in the budget for that.

Tomorrow's meeting will be a different kind of decision than that. Tomorrow's meeting is about deciding on the budget.

Stick with me a moment.
The budget is approved once a year around this time. Historically (you can verify by checking minutes) the supes vote unanimously to approve the budget. A single supe disagreeing on the budget? BIG deal.

The Sheriff wants about 30% of the entire county budget. Mental health services would be about 3% under this plan.

Don't bore the supes, give them interesting data or an emotionally engaging story.

This isn't because you want to be nice, this is so you can be EFFECTIVE.
Recap:
- Name/district/supervisor (don't threaten your super they don't care and it won't be effective)
- What you want: redirect Sheriff funds to community/mental health instead
- Hook: new data or emotional appeal personal story
- Remind: redirect $12M from Sheriff to community
How:

Live public comment means your elected can't "read that comment later (never)"

If you have time, tricky but you CAN try to speak at both meetgs
Oakland public comment starts at noon, AlamedaCounty will be after 2pm
You might need to be dialed into both Zooms simultansly (📱+💻)
If you can only speak at one, you can give written public comment at the other. Which might not be read by decision makers before the decision. But maybe it will!
