I am always fascinated to see Indian delusions of 'offering incentives' to Pak to compromise. They truly believe they are in a dominant position to call the shots and make Pakistani foreign policy subservient to theirs. Indians need to understand a few things.

1. They are not a power that Pakistan fears. There's no stick. So you better get bigger carrots.

2. Pak is the one blocking India's rise to global power by keeping it occupied, India has no leverage.

3. Pak will never abandon Kashmir

So any talks have to begin there. Otherwise Pakistan has no incentive to even deign to sit on the same table as Indians.

4. India is the one who needs Pak border to be neutral or friendly vis a vis China. Pak has already defeated Indian attempts in Afghanistan.

5. Pak doesn't

Seek any quasi confederation with India that Indians dream of. Pakistan just wants to wrap up Kashmir issue and just pretend that Eastern border doesn't exist. India has this romantic longing. Pakistan doesn't. Pakistani interests lie westwards.

So in conclusion: Kashmir.
