Among the big-ticket questions is whether to take the LAPD below 10,000 officers, by no longer hiring to replace every officer who retires or resigns in the coming year. Another question is how, and by how much, to cut overtime. In the city's proposal, almost half of the reductions would come from LAPD sworn overtime that's not reimbursed by other agencies, such as the Metro transit system
