Delhi govt order fixing rates for COVID treatment in pvt hospitals says that rates apply "subject to upper limit of 60% of TOTAL HOSPITAL BED CAPACITY"

Order incorrectly calculates the no. of beds where prescribed rates would be applicable on basis of "60% of the COVID beds" 1/n
Total bed capacity of @MaxHealthcare Super Speciality Hospital, Saket is 250. Therefore beds at fixed rates should be 150, not 120. @abhay_soi

Order completely fails to account for FREE beds for EWS patients, required by law to be provided by hospitals that received land at concessional rates.

Total allocation of FREE beds cannot be tampered with. FREE beds need to be deducted from the quota for chargeable beds. 3/n
It was earlier ordered that @MaxHealthcare must provide 20 FREE beds to EWS patients for COVID

Therefore, Of 200 COVID beds, Max should in fact provide:
150 beds at fixed rates + 20 FREE beds. That leaves 30 chargeable beds, not 80 chargeable beds. 4/n
Because there could be confusion on this point -

Any rectification of calculations to comply with the "60% of total hospital bed capacity" rule should not affect the no. of fixed-rate beds for @SarojHospital, i.e., 120 beds. 5/n
@SarojHospital is infamous becoz of an internal circular that went viral & which revealed a scheme to loot patients.

It was initially permitted 50 beds for COVID on payment basis. After it was declared a COVID hospital, its full capacity of 154 beds could be used for COVID. 6/n
Delhi Govt appears to have given @SarojHospital permission for further augmentation of beds from 154 to 170, even though no specific order is available in public domain.
If so, the no. of fixed rates beds should be calculated on Saroj's current total bed capacity, i.e. 170. 7/n
The hospital's capacity is recorded badly in the order. It is currently 170 beds.

The EWS beds must be increased on basis of Saroj's expanded capacity.

The FREE beds will have to be deducted from the chargeable beds n/n
