Three key points:
1) Gangotri temple committee that is resisting board was itself formed in 2002 after SDM, who had mgt rights per Tehri royal order expressed his inability. So committee itself got its rights from the Govt officer. Arrangement at Yamunotri ji is same as before
2) At Gangotri ji, Maa Ganga is present in Her live- sakshaat form. It is Bhagirath Shila, which is one of the main places of reverence as sitting on this Shila, Raja Bhagirath did his tapasya & brought Maa Ganga to earth. At Gangotri ji, Bhagwan Shiv is the Aaradhya devta.
3) as per migration history, Semwals, claiming hereditary rights, first came to Uttarakhand in 980 AD from Bengal’s Birbhum area. Must have settled in Mukhba much later. They can’t claim hereditary rights on the place which is sacred for Hindus since time immemorial.
Also notable is the fact that along with Semwals, ritual rights are also available to Baajgi ( one who play drums) and are from lower castes as also to Thakurs of Dharali village. Infact per locals, they have fought for centuries as Thakurs of Dharali also claim priest rights.
One more point is that Semwals of other villages nearby also claim their rights but same has been denied to them by Semwals of Mukhba- which clearly shows that hereditary right concept claimed by Semwals is not adhered to while sharing those very rights with others!
Infact Utkd is amazing state- consider this, pujaris of Maa Kunjapuri temples are Bhandari Rajputs, travel towards Rishikesh and u will reach Maa Bhadrakali temple at intersection that separates road to Tehri and Pauri- pujaris of Maa Bhadrakali Temple, per one friend, are SCs
If you go into Rudraprayag District, pujaris of Trijuginarain Temple are again Thakurs and Brahmins dont have much rights here. Similar is the case with Bhagwan MadMaheswar - one of the PanchKedars.

Precisely why this interference by outsiders is wrong as they r unaware of this
This cunning attempt to favour one group with no documented hereditary rights is actually an attempt to play with the polytheistic fabric of our faith- which is as much abt dharma and rituals as it is abt culture and language and so many other factors that make up our faith!
Aag to inko bahut lagegi, lekin will these supporters of 1 way of temple management, support one language say Hindi for entire country. If their way of temple admin can work for entire country, why can’t one language do so? U can’t apply diversity logic as per whims n fancies !
Eventually, temple administration system has to reach a point where-
1) Govt patronage is available
2) Funds are used for Hindu samaj
3) Management is in hands of larger Hindu samaj with Govt rep to ensure proper accounting
4) Temples of samaaj can’t go to one group.
The champions of free temple movement will do well to first accept that since no “one size fit all” solution exist, temple administration framework can also not be universal.
