Cloth masks will not protect a person from an airborne virus nor will it prevent an infected person from spreading it. Cloth masks that are not sealed are less than 50% effective at stopping viral aerosol particles. Executive orders should not be forcing people to wear them.
Cloth masks that are not sealed can only prevent up to 50% of airborne virus particles from spreading. States are passing executive orders forcing people to wear masks with the threat of a fine but have not made these scientific details clear.
Policy makers have been very inconsistent on the benefits of the general public wearing cloth masks. The reason for the inconsistency is due to there being no scientific evidence to demonstrate masks will prevent the spread of a virus & wearing masks can have negative effects.
Dr. Osterholm, American infectious disease epidemiologist:

"The public message on cloth mask effectiveness that is provided to public policy leaders and the general public must be based on sound scientific data and currently it is not."

States passing mask laws should tell public they:
1. Provide 0 protection to prevent you from getting infected.
2. Allow ~50% of virus particles to escape mask gaps.
3. Allow Infected people to spread virus to everyone within 6 feet.
4. Can be dangerous if used while exercising.
Denis Rancourt, PhD:
"No RCT study with verified outcome shows a benefit for community members wearing a mask. No such study, No exceptions. No benefit from a broad policy to wear masks in public. Masks and respirators do not work."

"Masks make no significant difference with fine aerosol particles < 5um.  Masks help block large particles, but do not block the fine aerosol particles. This is not surprising due to the size of an aerosol virus & the gaps when wearing a surgical mask."
This chart demonstrates the effectiveness of a surgical mask at blocking aerosol particles containing a virus.
