E.g.
1. Comms generate demand and need for response. The duty holders, especially the govt isn't always available to respond.
2. COVID19 has led to absence of basic support system. For example, programming for refugees camp, we found most NGO workers and experts has left station making it hard to support local radio.
3. We are supplying information, people's needs survival based - food, rent, employment, others medical care. These are outside of comms programming.
4. As much as different players want to initiate response, the usual bottlenecks are a hindrance. Implementing initial lessons is lagging behind.
5. In govt sides, initial comms response was largely taken over by opportunists. I saw snr public servants fall prey of PR/Ad agencies that were positioning for the COVID-19. They brought 'creativity' to the table at the expense of strategy.
6. Some snr public servants tasked with COVID19 emergency response brought guns to attack the virus. The constant view of response as war explains this. As a result, the intersecting realities of COVID-19 were initially lost.
