This has been the stumbling block to Israel-Palestine peace negotiations. Israel can’t make up for ethnic cleansing by any means except national suicide, Palestinians can’t bear the dishonor of accepting less than what was taken from them.

Similarly, there’s nothing USA can do short of national suicide to make up for what happened to blacks or natives. If we don’t collectively turn on the hustlers who make their living in the gap between “deserve” and “reality”, we will be having the same arguments in 100 years.
