There is a *lot* of evidence that police presence reduces crime, and simply pointing to low clearance rates doesn’t rebut this.

It is perverse to conclude that reform can’t or won’t work when the extremely mild reforms that have been adopted post-Ferguson have had benefits and when tons of very obvious reforms have not yet been done.
