It's important to note that the precinct responsible for investigating this incident in Washington Heights is the 34th Precinct.

Any time a black person is found hanging from a goddamned tree, the incident should be automatically understood as a lynching.

In total, I don't think local police departments are capable of investigating hate crimes in good faith. b/c aside from being racist institutions themselves, they have a well documented habit of breaking bread with white supremacist orgs who operate outside the confines of law.
