BREAKING: The police officer who shot and killed #RayshardBrooks has been charged with felony murder and aggravated assault. He faces a possible sentence of life without parole for murder.

Fulton County's DA says #RayshardBrooks "never presented himself as a threat" to police.

He says evidence shows:
Rolfe kicked Brooks as he laid on the ground
Brosnan stood on his shoulder
They never told Brooks he was under arrest
No medical attention for over 2 min

The second officer involved in #RayshardBrooks' killing has decided to testify on behalf of the state, says the DA.

Devin Brosnan admitted he stood on Brooks after the shooting.

Garrett Rolfe faces 11 charges for the killing, including murder.
