The problem has been there ever since the police were set up - to recapture African-Americans who had escaped their kidnappers. It got worse from the 1990s, and in 2006 the FBI issued a classified report warning us of infiltration by domestic terrorists:

The only alternative we have is either for the FBI to charge the leaders of these PDs with conspiracy to obstruct justice and jail them, or to defund and start again. Once a PD - police chief, recruiters, trainers, and union -is controlled by these domestic terrorists, it cannot be reformed, and people cannot be retrained.
