ICC was established by the Rome Statute. It was adopted at a diplomatic conference in Rome, on July 17, 1998 & it entered into force on July 1, 2002. As of November 2019, 123 states are party to the statute. The statute establishes the court's functions, jurisdiction & structure.
So first thing first, I have to explain parts of the International Criminal Court before I can explain this executive order.

The Rome Statute established four core international crimes: genocide, crimes against humanity, war crimes, and the crime of aggression.
The court has jurisdiction over crimes only if they are committed in the territory of a state party or if they are committed by a national of a state party.
An exception to this rule is that the ICC may also have jurisdiction over crimes if its jurisdiction is authorized by the United Nations Security Council.

In other words, the UN is the governing body. If the UN authorizes jurisdiction despite not being a state party, the ICC...
... is granted the authority to prosecute.

The ICC aimed at establishing a permanent international tribunal to prosecute individuals accused of genocide and other serious international crimes.
One might argue, "well that doesn't sound like a bad thing, those people should be prosecuted and face tribunals."

Correct. They should. But Trump in this EO removes any ability of the ICC, under the UN, to claim jurisdiction over the US... AND... it's allies.
The executive order places restrictions and prohibits the United Nations Security Council overreach, which allows the ICC to investigate, detain, arrest, and prosecute any US personnel, by now making it unlawful for the UN to intervene by withdrawing from the Rome Statute.
The Executive Order also adds the sovereignty and interests of the US allies, and countries that are not state parties.

Basically, this removes the power of the UN to overstep its boundaries outside of its party states, AND those who are allies, which is many.
Another key paragraph, the executive order lays out in detail, how the US will uphold the rule of law and prosecute those who have committed these crimes, without the ICC's intervention.

Hmmm.. tribunals??

Also, no chance for these certain characters to flee to other countries.
The above paragraph I highlighted is also in reference to the ICC/UN investigators and others.

So think about this?
Who are we at war with?
Globalists.

What does this prevent?
Globalist takeover and/or jurisdiction and overreach of the ICC to intervene in the US.
Blocking property, if determined by Sec. Of State, Sec. Of Treasury, and the Attorny General, pertains to any foreign person who directly or indirectly engaged in any effort to help the ICC investigate, detain, arrest, or prosecute.
One more thing to note which may be of importance here:

Why would Samantha Power, the Ambassador to the UN, need or have any sort of relevance to unmask Gen. Flynn?

This is BIG! For many reasons, but mainly because we are seeing a drastic push for a One World Government worldwide. This EO declares sovereignty for the United States and its allies that WE can not and will not subject to the Rome Statute.
