City governments lack legitimacy with minorities, and are riven with patronage and corruption. They are like weak states...
The police have developed a "guardian" status in cities that are distinct from elected government, akin to armies in developing societies.

Police budgets are privileged, and police get to determine what they need, akin to armies with policy enclaves in developing countries...
Thus, urban police can become like armies in developing societies, and given weak city governments, they can become prone to disobeying and even controlling elected city officials, in what would be effectively mutinies and/or coups.
