For those at the #GeorgeFloydProtests it may be useful to know about Bridgefy - an app that allows you to communicate without a cellular network or carrier. This means it can't be shut down and it isn't recorded by your plan provider. https://en.wikipedia.org/wiki/Bridgefy 
Basically it uses Bluetooth to connect all the phones in range, and then those phones to further phones, building a network along the way. As long as you don't put your real name in it should remain pretty anonymous but exercise caution, as always.
Disclaimer: don't use it to plan illegal stuff I guess.
But the main thing is communication is critical for organization. If everyone at the protests is scared to use their phones for fear of retribution you can not organize. Meanwhile the cops have their radios and can cause panic and disruption.
With Bridgefy everyone can leave their phones on standby, only enabling Bluetooth, and not have to worry about being easily tracked and targeted.

That means organization is once again possible using the tech everyone has and not relying on people with radios, etc.
This is also a censorship-proof system: everyone can share their information with everyone else, build connections, etc. all without the cops having your name and location and messages turned over by your cell provider so they can retaliate.
