Yes, this is always an absolute possibility. It's hard to know what that sort of thing can do to someone & with no knowledge of any pre-existing conditions at that. You're just asking to seriously injure someone or possibly kill them.

Let's just say you don't choke them but you could possibly collapse their artery and severely injure or kill them.

Drive too much pressure too long and you could slip their disc in their neck, maybe paralyze them.

Subduing a person is a skill and it is not to be taken lightly.
I can't see a scenario that didn't involve dealing with legitimate, active lethal force that can warrant ANY such behavior and even then, if you and your fellow officers have established sufficient control...STOP. Do not continue with escalated force.!
I can believe that it is a difficult role to be in but police officers MUST take the responsibility that their job is dangerous, & potentially deadly, but yet you still have to do what is needed to still protect the citizen & that means you're handicapped in a way they aren't.
But that is the way it must be otherwise we cannot offload our use of violence to uphold the rule of law from us, the citizenry, to an administrative bureau of the state.

That's part of the trade off and it is what a person signs up for when they take on the badge.
