I'll write some thoughts on running a small Discord community for a game based on my personal experience;
1) On day 0 set strict rules of conduct and expand whenever new issues arise.
This will upset some people a bit, and some A LOT. The people who are upset A LOT are the type of people who you don't want on your server and are detrimental to well being of your community.

2) Ban memes from the get go.
When people get to throw their latest meme bombs around, nobody will discuss anything anymore. All reactions will just be stupid memes that either fit or don't fit the topic. If you want proper discussion, memes are the thing you don't want.

3) Your first rule should be that assholery is not tolerated.
I saw this on some forum years ago. It's perfect. Majority of the people don't break it, and anyone breaking it are for sure breaking all the other rules too. Almost all our bans are on people who are assholes :P

4) Have one channel for rules, have the rules channel be the only channel you can make invites for, have only one post on the rules channel and nobody besides you having access to post or add emotes there.

5) Give "everyone" rank pretty much no rights, and give proper rank to everyone else.
Every single spammer, bot, and dumb ass fails the basic test of following rules and you don't want them to upload files, embed links, etc, because it's just destructive.

6) Setting Moderation to "having to be on server for at least 10 minutes" is best.
Most of the bots are too lazy to stick around, and most of the people who hop in to "make chaos" are too lazy to stick around.
We've only had to have "verified phone" twice.

7) Explict Media Content Filter scanning media from members without a role is decent.
It won't spot all, but at least it spots some. It does save some headache combined with non-ranked users having no rights to upload and embed links :D

8) Default notification settings should be in @mentions only.
Do note that nobody except mods should be able to use @everyone and @here anyways, but this setting also saves some trouble. Some users fail to setup their Discord properly, and then they get a lot of unnecessary spam

8b) Related; Only accept messages from people on servers you're on :D
No brainer probably, but when you ban a troublemaker from your server, you won't have to read angry private messages from that person when they're desperately trying to fight back your valid reason for ban

9) Use Everyone and Here commands sparingly for maximum effect.
Those notifications aren't disabled by default for user (afaik); And if you nor anyone else spam it, you get to keep their attention for a lot more important things later on. Cry wolf only when needed :)

10) Don't have "shitposting", "spam" or other channels like that.
Like memes, it only promotes chaotic behavior and spamming. If your server users want to spam and shitpost, they can do it in private. Your server should be clean and clear.

11) Don't challenge your mods publicly.
If your mod makes a decision that isn't good in your opinion, or is too harsh, you should discuss it privately, on a channel intended only for mods. If you contradict your mods constantly, the people on the server won't respect them either

11b) That said; If mod makes a mistake, and someone accidentally gets harsher punishment than needed, you can just talk with them or your mod can.

12) Have a bot that you give warnings with.
Those are REALLY powerful, even if the warning is not even logged, but a bot giving legit looking warning is really effective. I've seen people go BALLISTIC from receiving a simple warning and usually end up banned for it afterwards :D

FIN) If you work on NSFW projects, list everywhere that you're taken, otherwise you'll have a lot of people hitting on you constantly and it's really annoying :D
This is the end result of strict rules and strong modding on a 4 year old server with 2398 members.
Most of the people behave well, but majority of people also won't talk, they just sit and watch :D
