Don’t want this thread to be an encomium but so much to agree with. Totally agree that private sector can and should finance most of the huge capital spend required. Cost of that capital very largely in hands of government. Which risks are taken by investors, customers or Gvt?

Concern about shortage of capital only real if inadequate policy. As @theCCCuk has so often said in its reports, we are still very light policy in many many areas @mhclg @beisgovuk @transportgovuk must all deliver policies to crowd in capital
