To understand what needs to happen to mitigate police brutality you need to understand the Marine Corps.

In the Corps you are trained to kill with your hands, a knife, a grenade, a rifle and if you are a grunt with a lot more. You are trained how to most efficiently kill humans.
With all that training to kill it is balanced with order and discipline. You are broken down and rebuilt into a Marine. You put the unit above your own wellbeing and you put mission accomplishment above all else. The military follow 2 law systems civilian and a stricter UCMJ.
With that training and power over the lives of people a stricter law and punishment system is required. You break that law and you can lose your pay, be confined to your room, have extra work after hrs, get sent to the brig or kicked out. Checks and balances.
Marines operate outside of normal law and require a law that is specially designed for situations they may encounter because criminal law is not enough. In this regard police are the same in that they operate outside of normal law.
Police have power over civilians and their lives. If a cop was to unjustly punch me in the face and I fought back without proof I would be arrested for assaulting an officer. That is unchecked power that leaves it open for police brutality and murder upon civilians.
Law enforcement has power over civilians and law enforcement needs it's own laws to ensure that power is not abused. I am not saying militarize the police, God NO. I am saying the police need their own laws created to hold them accountable for the power they have over people.
Those who uphold the law should be held to a higher standard than everyone else because of that power difference that exists between cop and civilian. That power must be checked to ensure fairness otherwise the deaths of unarmed civilians will continue.
Will a stricter law system for cops end all racial profiling, discrimination and murders? No, nothing is 100% but it should limit it and when it does happen civilians will have more power to fight back with that law system to seek justice.
Something like this would need an act of Congress and the green light from all the states and with our current political environment only an act of God could make that happen. But when there is hope there is a way. You can register to vote and vote for people who want change.
And if there is no one to vote for that wants change and a way forward than run yourself and make the damn change yourself. Do not lose hope push forward and fight like your life depends on it, because for some of us it does.
