Thread connecting dots of Nepal-India talks on #Kalapani

1) 1981: .Joint Technical-level Nepal-India Boundary Committee (led by the surveyor generals) was established, which worked until 2007. Kalapani and Susta were discussed almost always, without resolution.
2) June 1997: Because the issue was complex, the technical committee saw the need of settlement at political level. It was then referred to the joint communique issued during Nepal visit of Indian Prime Minister IK Gujaral.
3) 2007: The 28th meeting of the Technical Committee prepared 182 border strip maps. Difference persisted over Susta and Kalapani.

This meeting recommended setting up a joint Boundary Working Group (BWG) to settle remaining border issues.Technical Committee was then dissolved.
4) 2014: It took seven long years to establish the BWG. Foreign Affairs Ministers' meeting in Kathmandu (Mahendra Pandey and Sushama Swaraj) in July 2014 agreed on BWG. Announcement came in the Kathmandu joint statement of Prime ministers (Sushil Koirala and Narendra Modi).
5) Sept 2014: First meeting of BWG took place in Kathmandu. Repair of border pillars started. In fact, quite a lot has been achieved on this front thereafter. But Susta and Kalapani remained unresolved.
6) August 2015: Second Meeting of BWG in Dehradun agreed to install global positioning system in every boundary pillar. Work started quite successfully.
7) June 2016: Third BWG meeting held in Kathmandu approved internationally accepted positioning system- using Nepal–India Boundary Global Navigation Satellite System (NIB GNSS) for Nepal–India boundary pillars.
9) August 2018: 5th Meeting of BWG in Kathmandu finalized field schedule, continued the mapping No man’s land encroachment and cross-border occupation. Informed higher authorities to make necessary political decisions.
10) August 2019: 6th BWG Meeting in Dehradun agreed carrying on repair and reestablishment of boundary pillars.
11) August 2019. During Indian EAM S. Jayashankar's Kahtmandu visit, unresolved border issues like in the past, were referred to the FoSec level talks.
