Advanced ways of doing things are not seen as appropriate or doable in the Philippines. "We are not Scandinavia" is what I once read in an FB post by Lorraine Badoy. Possibly failures in adapting advanced ways to local conditions are one reason for that mindset. 2/
The other is that the divide between theory and practice in Filipino (mis-) education is huge. Having such a nice-sounding Constitution and then such inhuman jails ever since is an example of such dissonance. Government officials saying the Philippines is upper middle class.. 3/
..is another. Mayor Duterte seemed a rough but realistic, even honest alternative to the usual bullshit. Trouble is in the Philippines the theorists and idealists usually float too high above the ground and mud, while the realists are up to their head in it. Both doesn't work. 4/
Leaders like VP Leni and Vico Sotto who are grounded but not rough, methodical but not out of touch are still the exception but hopefully they become more, making PDuts obsolete but also hypocrites like Alan Cayetano and of course the usual "perception is reality" liars.
