And it will be ineffective because in China the educational system is state-owned and it’s Party-dominated, so you can’t use this kind of mechanism to restrict students with sensitive government connections or Party connections. 2
This goes along with announcements about further restrictions proposed for Chinese graduate students in STEM (Cotton-Ark bill), a possible executive order to cancel OPT, and new restrictions proposed on H1-B. NOT winning hearts and minds. 3
Furthering damaging one of our biggest assets. Canada, Australia, the UK will all thank us. To be clear, this does not mean I condone stealing secrets, but there are better, smarter, and more targeted ways to do those things. 4/
