Trump has no power to w/draw from @WHO unilaterally w/o Congress consent. US spearheaded WHO as 1st @UN agency. US ratified WHO Constitution. US also a party to IHR. IHR governs pandemic response. @POTUS cannot at a whim end treaty obligations w/o violating Const & Rule of Law 2X
Trump swore an oath to faithfully execute law of the land. Congress already funded @WHO. @POTUS has a duty to execute duly made laws incl spending bills. He can do great damage: obstruct, disrupt, delay. But his const'l duty is clear. He must fund @WHO as Congress provided 3X
Trump hasn't thought through this decision. #COVID epicenter is moving to Latin America. @pahowho sits in Wash DC & will lead pandemic response in our region. Is @POTUS intending on cutting ties with @pahowho, which sits at the heart of nation's capital? 4X
Trump w/drawing from @WHO is reckless & dangerous. It's like firing ship captain during a hurricane at sea. Under its Const, @WHO is charged to lead global health & pandemic response. Its Emerg Prog responds in real time, offers tech assist, sets norm, & coordinates response. 5X
In my 30 years working w/ @WHO, I have never seen it under such vicious attack. I've never seen a govt act as irresponsibly as US is now. As @DrTedros is seeking to unify the world, Trump has blown up any semblance of int'l cooperation. 6X
Trump's action is an enormous disruption & distraction during an unprecedented health crisis. It will cost many lives, globally & in the US. The President has made us less safe. The US has lost our voice, our influence in the world. All due to the pique of a single man. 7X
W/drawing from @WHO in the middle of a pandemic would be one of the most momentous decisions of modern history. It will live in infamy & it embarrases our people & nation. Trump has no power to do it. More importantly, it is shameful & reckless.
