Why these reforms?
George Floyd should still be alive today. Floyd’s death at the hands of MPD. Sadly, his death is not an anomaly. His death is part of a long string of state-inflicted violence on black Americans. This horror has to stop.

We can't wait for the next Trayvon Martin, Rekia Boyd, Eric Garner, Michael Brown, Tamir Rice, Freddie Gray, Sandra Bland, Philando Castille, Breona Taylor, or George Floyd. The pain, injustice, heartache, and violence must end now.

Body Cameras
Require and, provide grant funding for, the use of body cameras in all Tennessee police departments.

Establish state-level privacy guidelines for body cameras and other surveillance equipment in order to protect the privacy of all Tennesseans.

Track Officers
Establish a state-level public database tracking police officers decertified in the state of Tennessee in order to ensure full transparency.

Racial Equity Framework
Require mandatory Racial Equity Framework (REF) training for police departments, including all civilian staff and management.

Pre-Employment Screening
Require Tennessee police departments to perform pre-employment screenings in order to identify prejudice, bias, and intolerance.

Community Hiring Boards (CHB)
Require the involvement CHBs in all police hiring decisions. CHBs members are from the community in which the potential police officer would have jurisdiction. CHBs only authorize candidates who share the values and vision of the community.

Residency Requirements
Enact residency requirements for police departments in order to build more representative police departments.

Bias Training
Require accredited implicit bias and racial equity training for all police personnel in Tennessee.

Require Community Oversight Boards
Support, invest, and require in Community Oversight Boards across Tennessee.

Community Oversight Board Power
Authorize Community Oversight Boards to have subpoena powers over police departments.

Demilitarize Police
End the militarization of Tennessee police by requiring all police departments in Tennessee to pull out of the 1033 military surplus program.

End the Death Penalty
The Death Penalty is cruel, inhumane, and has no place in modern society. Capital cases are also drastically more expensive than cases where the prosecution is not seeking the Death Penalty.

Focus on Treatment and Transformation
Increase state funding for drug treatment, mental health support, educational programs, and youth programs.

Ban 287(g)
Implement a state-wide ban on the 287(g) Program with Immigration and Customs Enforcement (ICE)

Implement alternative response units
Authorize alternative response to 911 calls through the creation of crisis intervention services equipped with medics, counselors, social workers, and crisis workers. These services will be outside of the police department.

Community Training
Mandate community-led training for police departments emphasizing nonviolent de-escalation, crisis intervention practices, racial equity, and community-based solutions.

Move funding
Transfer funds from police budgets to community-based support programs for drug treatment, mental health, education, and youth.
