In light of the debacle created by the Minneapolis police, their history of racism, their casual use of violence, and their militarization, I would like St. Paul to avoid similar outcomes going forward.

To that end I propose the following:
1. Abolish qualified immunity for police. It unjustly protects police from their bad judgment.

2. Require police to carry malpractice insurance. This fairly punishes and ultimately removes from service violent officers.

3. Require officers to live in their communities.
4. Incentivize community policing with financial rewards for officers who engage in neighborhoods.

5. Make public the 'Brady lists' of officers who cannot give testimony because they are known liars.

6. Renegotiate the St. Paul police contract to eradicate sweetheart deals.
7. Demilitarize the police by requiring sale of military grade equipment.

8. Require de-escalation training for all officers yearly, with pay incentives for examples of good de-escalation in the field. Publicize the names of officers who excel at this.
9. Immediately arrest any officer involved in a death, holding them for 72 hours while evidence can be collected, then file charges based on that evidence.

I would like a reply indicating what you are doing to move forward on these items.
