he broke the law in presence of three other cops. they, too, need to follow.
which is the reason why the prosecutor hesitated: if they immediately arrested 4 cops (over the death of one black civilian), the Force wouldn't take it kindly. the public had to force their hand. https://twitter.com/kylegriffin1/status/1266421612313579520

this is how mass protests 'work' (and why they're sought by the establishment to settle these scores without making bad among the allies).
the police force might still be ticked off by this move but they have a cause to tolerate it as there is a trade off: the riot might end.

right now, I assume there's a bargain among the establishment over the fate of the other three. chauvin (what a fucking name) is sacrificed. the force can tolerate bad apples, so long as they come in 'one's. sacrificing 3 random cops, esp. over criminal negligence, is very hard.
it's very hard because criminal negligence is the sauron's ring. it's how the force is ruled and bound in darkness. every cop has something over the other, and collectively, over the entire establishment. sacrifice over CN means bad blood for everyone, including the prosecution.
*Blatant* criminal negligence by cops was key in Gezi, too.
Gezi sparked when some cops start burning the tents (7 years ago around this time) the other cops did nothing to stop them. @RTErdogan faced the dilemma, and he sided with the establishment. Nothing remained the same.

what might be the outcome of these protests?
if they endure long enough, the other three cops might get prosecuted. this would result in bad blood, and consequently, purging of the worst offenders from the top, and reorganizing under some moderate-to-low offenders. WIN.
