Biden has long counted police as a loyal constituency, and worked hard to put more police on the streets and outfit them with military gear. Look at what he boasted in 2005:

Biden created and then ardently fought for the COPS program year after year, blamed for the militarisation of US police. He was to the right of John Ashcroft on it. Giving it $300m more is his current plan for *reforming* the criminal justice system!

Why did he do this? Because he wanted to win elections, and was scared of being labelled a liberal. Think about that as you read stories of police murders, and watch cops in riot gear attack protesters and arrest CNN reporters.

People need to understand the tough-on-crime stuff wasn't just something Biden happened to do. It was the centerpiece of his political identity. The 1994 bill was counted by him and others as his biggest accomplishment in Congress by the time he left in 2008.
