Evidence shows:
1) Reminders can induce behaviour changes, or help maintain behaviour changes over time
2) Msg content must be clear and actionable for behaviour change. Recipients must understand the purpose of actions
3) Msg frequency and duration matter for success 2/3
Policy makers can optimize 2) and 3), and monitor success, by using comms technologies such as SMS. In addition, it is a cheap and quick method of reaching citizens, particularly through existing databases (e.g. recipients of state transfers). 3/3
