Both statements are false.

Mao was talking about the power to liberate and the power to oppress. The power to protect communities and the power our politicians use to keep us under.
In the 80's (in the UK) we had a string of insurrectionary action. Brixton '81 '85, Handsworth '81 85' Toxeith '81. many others.. all described as "riots" as well as the "Battle of Orgreave". People were dissatisfied, People rose up.
Reacting to this, the State knowing that they weren't going to address inequality, policing, racism or lack of opportunity, created the 'Public Order Act 1986'.

Why..?

To control 𝘸𝘩𝘰 uses violence.
Black (and definetely poor Black) violence is unacceptable to our white supremacist States because they bring 'radical' change.

Organised Black violence brought freedom in Haiti, Cuba and South Africa, Organised Black violence broke the chains off of Slaves.
Our white supremacist politicians don't like that. They want to see Black anger pacified and Black Power dead.

This is why they killed Patrice Lumumba, Thomas Sankara, Fred Hampton, MLK, Malcolm X, Maurice Bishop, Outel Bono, Berta Caceres, Amilcar Cabral, Biko, Rodney.........
Our white supremacist States would rather they 'monopolised' violence. They prefer us dying of COVID by a factor of 4x they prefer children going to school malnourished they like seeing us unemployed and hopeless and they love seeing us dead. Enough is enough.
Once we understand that organised Black violence is our power, Black power, we become a threat we are capable of changing the world to the way we determine, Liberty for our people, fatherlands and diaspora.
