*5 phases
*Transition btwn phases conditional on meeting health metrics
*3-wk review could lead to movement to next phase or not.

Main health guidelines: 2m distance, mask on, clean hands, stay home esp elderly & chronic diseases

5 Health metrics guiding mvmnt between stages: Ro below 1; stability of numbers; lowering of bed occupancy in ICU & hospitals; lowering of infected numbers from random testing

Phase 1:
-Partial curfew from 6am-6pm -Quarantine of Farwaniya, Khaitan, Hawalli & Maidan Hawalli
-Maintain closure of Mahboula & Jleeb Shuyukh
-Mosques (w/o Fri prayer)
-Delivery resumes
-Drive through allowed
-Return of hospitals, pvt clinics, garages, coops, & telecom

Phase 2: 9am-6pm curfew
-Workplace (gov & pvt) up to 30%
-Construction
-Malls for 8hrs (10-6)
-Return of retail, banks, parks

Phase 3: cancellation of partial curfew; workplace up to 50%; visit elderly homes allowed; hotels reopen; cabs w/ one person only; Fri prayers back

Phase 4:
-Cafes & restaurants open w/ distancing
-Increase of percentage into workplace

Phase 5:
-Full workforce
-Allowing family gatherings, weddings, gyms, salons, spas, cinemas, training and conferences

No best practices for new normal exist. Gov has reviewed international practices & put a plan that fits Kuwait. Implementation & transparency will be the measure by which the gov will be judged. The plan cannot succeed w/o everyone’s support. We’re all in it together.
