Might be wrong, but I have a feeling (based on limited observations) that the 18-24 group of young, upper class English speaking Indians don't see the Congress party as negatively as the same cohort did around 2014.
It is hard to overemphasize the contempt this group had for the Congress in the period (around 2011-14), when I was in college. The Congress for them represented everything that is wrong with India, a corrupt, family run party etc. Most of them were not very politically engaged
but saw Congress as some type of joke, and Rahul Gandhi as uninspiring at best, and dumb at worst. But the 18-24 group now has only seen the BJP govt as adults. They don't have strong memories of the corruption scandals/IAC movement that delegitimized the Congress in the eyes of
the upper class young people at the time. Many of them don't see the Modi govt performing well, and have started seeing Congress IMO as the relatively more sensible party. Don't think most of them see Rahul Gandhi as a dumb/uninspiring person unlike before.
Although I don't think all this is very relevant politically in an immediate sense. The group I'm talking about is tiny. Maybe the top 2 percent of young adults (by income/family wealth). Young people, overall, are still as likely as support Modi as anyone else (if not more).
At least according to all available survey evidence (Lokniti, YouGov etc). And this urban upper class group is not very politically engaged, and they are certainly not Congress supporters engaging in propoganda on behalf of the party.
Unlike how many upper class young people were doing online propoganda on behalf of Modi around 2013-14.

I'm not even saying more upper class 18-24 people view Congrees more favorably than BJP. I'm just saying that IMO there has been some kind of a shift in this group.
We also saw a glimpse of that during the time of anti CAA protests. I think the Congress can build on that, and has been trying to.They have a much better presence on Twitter now than 2014. They should devote more resources to instagram, try to cultivate the support of this group
Of course these are just provisional comments based on limited observations. Might be wrong. Would need to see survey evidence to make any kind of conclusive comments in this regard. -End.
