Section 60 of J&K reorganisation act clearly provides the criteria for #Delimitation of constituencies in J&k. It includes Population, area, geographical compactness , boundaries of administrative units and MOST IMPORTANT CONVENIENCE OF PEOPLE.

@narendramodi @AmitShah
No delimitation has been conducted in J&K on these criterias . Infact kashmiri politicians promoted narrative that population is the sole criteria to justify their unjust and arbitrary working.
If population is the sole criteria then Lakshdweep with population of 60 thousands can never be a Lok Sabha constituency.
If population is sole criteria then how in UP Assembly constituency is having average 5-6 lakh population and Sikkim having only 15-20 thousand population.

There are many points to ponder upon for this scientific exercise.
1.Geographical Compactness: Jammu region is much less compact than Kashmir region: Nature of terrain : The terrain of Jammu region is bad and difficult as compared to most of the areas in Kashmir region.
2. The surface transport infrastructure in Jammu region is at much lower level as compared to Kashmir region Hence it is more difficult for a MLA of these areas to visit his people or for people to visit him. Surely more MLAs are needed.
3. Area in Jammu region is 26293 http://Sq.Km  but in kashmir region area is 15948 http://sq.km
Road network in Jammu region is 10469 km but road network in Kashmir region is 13367 km
Plain area in Jammu region is 4293 http://sq.km  but in kashmir region is 7526 http://sq.km
Hilly area in Jammu region is 17992 http://sq.km  but in kashmir region it is 4948 http://sq.km .
4. In 1996 Gurez was made a constituency with just 9900 voters but smallest constituency in Jammu region was Bani with 27000 voters. Nawapachi in Kishtwar having only air connectivity in winters with 18000 voters is not a constituency. Difference itself can be seen
