Encouraging "omo ises" to communicate ideas and feedback is important for running a successful company. "Ogas" do not have to act on them but listening and giving their thoughts help build confidence, give opportunities to teach, and encourage learning.
Employ curious people and then allow them think independently. Allow them question the status quo, why the company has chosen a certain KPI or is adopting a certain strategy.
