leads to loss of available EU funds. It points out the construction of the new camp in Malakasa for which no tender took place. The project was facilitated through a direct award of 4,5 million to a single company. As a result the average cost per beneficiary in this camp is estimated up to 3,900 euro "while the average cost is 270 euro per beneficiary". The Ministry has also awarded a contract of 350,000 euro to a security contractor for the same camp for the period of a few months.
The leaked doc also suggests the Ministry's strategy for managing population and influx in many occasions "is not realistic and can not be implemented". It also talks about "a false picture that everything about migration-refugee issues are evolving well and are streamlined".
Timing of leak also interesting since the last few days Mitarakis has been at odds with counterparts, including the mayor of Athen, both from the same ruling party, about a plan to evacuate 10k recognized refugees from camps+apartments, transferring pressure on local authorities
