My take on Rukum incident:
1. Violence against the Dalits is extremely high in Nepal -it's not just social-economic exploitation but hardcore physical violence. Violence against Dalit women is higher. The situation is so alarming that it can be called a humanitarian crisis.
2. Dalits who are the victims of violence have little access to and influence in police and public administration. They have less chances of transparent and fair prosecution of the cases of violence. In addition, they don't trust police and administration.
3. The cases of violence against Dalits have not been decreasing as many high-caste people like others to believe. They are increasing! All forms of caste-based discrimination are increasing. That's why, there is something wrong, it is important to understand what's causing this.
4. The main reason: current political structure provides protection to high caste groups. Being a caste Hindu is more a privilege now than any time in the past. Dalits, ethnic minorities, women are forcefully silenced or deliberately unheard.
5. What worries me the most is this -the high castes including their young generations tend to believe more strongly today that caste-based discrimination & violence does not exist in Nepal, & that it is not a big problem. Can be plain ignorance or deliberate denial.
6. Finally, the killing of Dalits in Rukum is not just another case of regular violent scrimmage. The government must start investigation by treating this as a caste-based killing. Independent inquiry must take place. Dalits do not deserve to die like flies. They r human beings.
