Savarkar, I refuse to call him veer because thats a title he gave himself.

He was a freedom fighter in the beginning and then he with astray and started articulating the notion of hindutva.

In the end of the last century Savarkar was freedom fighter, he even founded the free Indian society to organize indian students studying in England to fught for independence. BUT when he the British colonial government started noticing him he quickly....

He was arrested and send to prison for 50 years in 1911 for supplying gun for assassination of a collector(1909).
Within a month of imprisonment, he wrote his first mercy petition in 1911 which was rejected

And in 1913 he wrote the second one in 1913 need i not mention the letter was pathetic whining about him being classified D and other getting better treatment.

He concluded the petition he wrote on November 14, 1913, in his own words “If the government in their manifold beneficence and mercy release me, I for one cannot but be the staunchest advocate of loyalty to the English government”
